Manufacturing Plant Shutdown Planning With a Small Team

Short answer

Manufacturing plant shutdown planning starts from your own equipment, contracts and production calendar. What public rules do fix are lockout, confined space and review practices, and a small team can cover them with a short list of owners.

This page covers general manufacturing, including automotive and similar plants; sector-specific pages cover process industries.

How MaintWiz helps: Small teams still need one plan for scope, parts and permits. The MaintWiz shutdown module gives plant teams one plan for scope, schedule, permits, spares and execution, from the first work package to close-out. See the module · Get the data sheet

Small team

How do you plan a manufacturing shutdown with a small team?

Keep the same five phases and gates as a large turnaround but assign each list to one person: one owner for scope, one for materials and contractors, one for permits and isolations, with a short weekly review.

MaintWiz: project manager view of packages ready to start and what is in the way
Project manager's day view. A grid with units Crude & Vacuum, Reforming and Hydrocracker as rows and disciplines from scaffolding to insulation as columns. Each cell gives packages with gates 1 to 6 clear out of packages starting in the next three weeks, such as 0/8.

Read across a row to see where a unit is blocked, then down a column to see which discipline has the fewest cleared gates. Every cell shown reads zero, so the first job is finding which gate holds each package. A small team can use this to choose where to spend the day.

Find the double-booked days. A grid of hours planned per person per day for five roles over ten days, from scope owner to electrical lead, with two highlighted cells above the 8 hours one person can cover: materials and contractors on day 4, permits and isolations on day 3.

Go to the highlighted cells first, then read along the rest of each row. A small team can clear an overload by moving one job, staggering the contractors or adding a shift, then checking the row again. Do this before the plan is frozen so nobody starts the shutdown over-committed.

Manufacturing shutdown workflow: preparation, isolation, inspection and testing, repairs and line restart
The manufacturing shutdown in five steps: preparation (plan and schedule), equipment isolation, inspection and testing, maintenance and repairs, then a safe production line restart. A MaintWiz illustration.

The phases and their gates are in how to plan a plant shutdown; scope control is in shutdown scope management; the material gates are in shutdown spare parts planning. On a small team the risk is that one person holds three lists and none is reviewed, so keep the review short and fixed.

Software

How can software help a small team?

Software helps a small team most by holding the work list, permits and handover notes in one place, so the few people involved do not each keep a separate spreadsheet.

MaintWiz on laptop, tablet and phone for an annual manufacturing shutdown: schedule, 14-day look-ahead and job list
One shutdown plan on every device. An annual summer shutdown on three screens. The laptop has progress, schedule index, cost index, readiness and permits tiles, a Gantt and a readiness-by-gate chart. The tablet has a 14-day look-ahead by trade; the phone has Today's job and task list.

Each role opens the view it needs from the same plan. The planner reads the schedule and gate chart on the laptop, the supervisor works the look-ahead and its flagged conflict on the tablet, and the technician starts the next job and ticks tasks on the phone. A small team can use this to keep one set of dates.

MaintWiz: bar chart of estimated hours by work package for a plant shutdown
Hours by work package. A bar chart titled Hours by work package, estimated from crew size and task duration. Furnace F-201 re-tube is the longest at 1,971 hours, then Piping and tie-ins at 1,485; the other four packages each show 1,080.

Check the longest bars first. For a small team, the work packages with the most hours decide where contractors, scaffolding and the shutdown window are needed most. Compare the hours against the people you can put on site, and split or re-sequence a package that is out of proportion to the rest.

What the shutdown module covers

  • Shutdown calendar and critical-path scheduling, with work order sequencing and dependencies
  • Asset prioritization, so the most critical equipment is scoped first
  • Resource planning for people, spares, heavy equipment such as cranes, and outsourced vendors
  • Electronic permits to work, risk management and contingency plans
  • Real-time progress monitoring: schedule adherence, cost variance, quality metrics and risk factors
  • Step-by-step checklists, pre-restart testing protocols and post-shutdown analysis

Lockout

What does OSHA require for lockout during a plant shutdown?

OSHA 1910.147 requires documented energy control procedures that include six steps from preparation to verification of isolation, group lockout when crews work together, orderly transfer at shift change and a periodic inspection of the procedure at least annually. 1

The lockout rule is compared with process safety management in OSHA PSM turnaround rules. See OSHA PSM turnaround rules for how lockout fits process safety management.

Six steps of the OSHA energy control procedure
StepWhat it covers
Preparation for shutdownKnow the energy types and hazards before stopping the machine
Machine or equipment shutdownStop it in the established way
Machine or equipment isolationOperate the energy-isolating devices
Lockout or tagout device applicationEach authorized employee applies a device
Stored energyRelease, restrain or make safe any stored energy
Verification of isolationCheck that isolation is effective before work starts

Each lockout device is removed by the employee who applied it, after the work area is checked. 1 More on permits is in permit to work during shutdown.

Maintenance approach

Should a plant shut down on a calendar or on condition?

Use a calendar for work tied to a date or running hours, and condition monitoring where measurements can detect the onset of degradation, because DOE describes preventive work as time- or run-time-based and predictive work as measurement-based. 3

For Indian plants, annual shutdown planning in India gives a job list format and a statutory tracker. For seasonal plants such as sugar mills, see sugar mill off-season maintenance. Small teams choosing a tool can use the turnaround software checklist, and can track progress with the shutdown S-curve and percent complete guide.

DOE's guide estimates preventive maintenance saves 12 to 18 percent over a reactive program and predictive saves 8 to 12 percent over preventive alone, adding that facilities heavily dependent on reactive maintenance could see more. 4 These are estimates of program costs from studies the guide cites, not shutdown costs, and they depend on the plant. See how often a plant should shut down.

Checklist

What belongs on an annual manufacturing shutdown checklist?

An annual manufacturing shutdown checklist should name an owner for each list, freeze the work list with a change rule, confirm energy control procedures, assign group lockout, log shift handovers and fix the restart sign-off.

For food lines see food and beverage plant shutdowns. A free Excel version is available: Manufacturing plant shutdown checklist (.xlsx). A free Excel file for this page: shutdown work list template (.xlsx).

FAQ

Frequently asked questions

How often should a manufacturing plant shut down?

Use equipment makers' guidance, regulation, condition data and your production calendar.

How long does a manufacturing shutdown take?

Duration follows scope, crews and the longest lead items.

What does OSHA require for lockout?

Documented energy control procedures with six steps, group lockout for crews, orderly transfer at shift change and an inspection of the procedure at least annually. 1

Is a permit needed to enter a tank?

For a permit-required confined space under OSHA 1910.146, yes: a written entry permit documenting the required measures before entry is authorized. 2

Does preventive maintenance save money?

DOE's guide estimates 12 to 18 percent savings over a reactive program, from studies it cites; the saving depends on the plant. 4

What is the difference between calendar-based and condition-based maintenance?

Calendar or run-time based work follows a schedule; condition-based work follows measurements that detect the onset of degradation. 3

How do you plan a shutdown with one planner?

Assign each list to one owner, keep a short weekly review and freeze the work list with a change rule. This is planning guidance, not a sourced benchmark.
