CII TPM Club
What is CII TPM Club India?
The Confederation of Indian Industry (CII) signed an MoU with the Japan Institute of Plant Maintenance (JIPM) in March 1998 and created TPM Club India as an entity within CII, as the launch vehicle to promote TPM in India. It is run from the CII Institute of Quality (CII-IQ) in Bengaluru, which lists Total Productive Maintenance among its offerings, and it has launched a professional membership for people working with TPM. JIPM's own TPM Awards page lists the Confederation of Indian Industry as its associate agency for India for the assessment of TPM Excellence Awards outside Japan, alongside agencies in Thailand, the United Kingdom and Germany.

Book a demoWhat certificates and awards does CII offer?
CII's 2024 outline, titled CII Certificate and EOT Award Assessment Outline (revision R4), describes a three-rung path at about one, two and three years of implementation. Its stated reason is to give companies milestones during a long journey; the outline says JIPM confers its excellence award only around the fifth year of implementation and that many companies lose momentum before that.
| Rung | Roughly when | Categories | Validity (per outline) |
|---|---|---|---|
| CII Strong Commitment certificate | About 1 year after TPM implementation | Silver, Gold, Platinum by points | Up to 2 years |
| CII Significant Achievement certificate | About 2 years after implementation, or a year after the first certificate | Silver, Gold, Platinum by points | Up to 2 years |
| CII EOT award (Excellence in Operational Technology) | About 3 years after implementation, or a year after Significant Achievement | Silver, Gold, Platinum by points | Up to 2 years |
| EOT Sustenance award | A year after reaching EOT Platinum | As defined in the outline | As defined in the outline |
Points are out of 1000. For the certificates the outline gives a minimum of 700 points for Silver, 800 for Gold and 850 for Platinum; the same bands appear for the EOT award. Companies can apply in a later year to improve their category. Hold that evidence in one system with TPM software for Indian plants (Figure 2).

Eligibility
What does a company have to have done to be eligible?
The outline sets eligibility conditions for each rung. They include a preparation phase, deployment on a share of machines, progress on autonomous maintenance steps, and results.
| Rung | Autonomous maintenance progress | Other conditions (summarised) |
|---|---|---|
| Strong Commitment | Step 3 completed on 25 to 30% of machines and step 4 begun on those machines | The five preparation steps and a kick-off done; about a year of activity; 1S and 2S complete across shop floor and office; four pillars implemented and two more initiated |
| Significant Achievement | Step 3 on at least 60% of machines and step 4 on 20% | Six pillars deployed by all staff; two further pillars optional; focused improvement on at least 60% of machines |
| EOT award | Step 3 on all machines and step 4 on at least 70%, with step 4 complete on model machines | At least three years of implementation, or a year after Significant Achievement; six pillars deployed and two more initiated as needed |

Book a demoThe percentages above are counted on machines. MaintWiz holds the autonomous maintenance records, abnormality tags and their closure by equipment in its autonomous maintenance software menu, reports and dashboard, so your machine list and the evidence behind each step sit on one equipment list. Book a demo with your equipment list.
MaintWiz AI agents run on your plant's own records, such as tags, work orders and losses, and generate a list of what needs to be watched. The agent proposes and your team approves, so every action keeps a named owner.
For each rung the outline also lists tangible results (productivity, quality, cost, delivery, safety and morale) and intangible results, and names essential results: for example, no fatal accident in the last year and reductions in breakdown frequency and defect quantity, with larger reductions required for the EOT award.
Assessment
How does the assessment work?
The EOT assessment has two stages and is scored out of 1000: at least 500 points takes an applicant to the second stage, and at least 700 there wins the award. Assessors read four weighted parameters, and each rests on records that one system can hold.
Stages and timing
The outline describes a two-stage assessment for the EOT award. In the 2024 cycle the first stage ran from February to June and the second from July to November, with awards received between September and December. Two assessors carry out the assessment on site at the applicant's plant, with online assessment possible by agreement. An optional pre-assessment, described as a health assessment of the plant, can be requested about two months before the first stage.
Scoring
A 1000-point checklist is used. The summary sheet for the certificates weights four parameters: involvement of top management and employees with the preparatory steps (200 points), implementation of the six pillars and the quality of presentations off site (250), the same on site (250) and overall results and benefits (300). To go from the first to the second stage of the EOT assessment an applicant needs at least 500 points; to receive the award, at least 700 in the second stage.
| Weighted parameter (points) | Records the assessor reads | Where MaintWiz holds them |
|---|---|---|
| Top management and employee involvement in the preparatory steps (200) | Policy, targets, master plan, pillar owners and training given | Training management records and the pillar dashboards |
| Implementation of the six pillars and quality of presentations off site (250) | Step audits, Kaizen sheets and projects, tag registers | Autonomous maintenance software and Kaizen software |
| The same on site (250) | Tags raised and closed by machine, 5S findings, step status | Abnormality register and 5S audits |
| Overall results and benefits (300) | OEE, breakdown frequency, defects, near misses | OEE software, quality defect software and near miss and BBSO software |
Fees
The 2024 outline lists assessment fees per assessment day, excluding travel, accommodation and tax: INR 1.5 lakh for the Strong Commitment certificate, INR 1.8 lakh for Significant Achievement and INR 2.5 lakh for each EOT stage.
Indian winners
How many Indian plants win each year?
India has 470 of the 1,569 JIPM TPM award entries outside Japan for 2006 to 2025, and 118 of the 335 in 2021-25, the most of any country in TPM award winners by country. JIPM's 2023 to 2025 lists include Indian plants in every award category printed there, and Bajaj Auto received the Award for World Class TPM Achievement in 2023 (Indian winners by plant). CII's certificate ladder and JIPM's award both read the plant's records, and MaintWiz holds them for both.
CII and JIPM
How do CII's programme and JIPM's award relate?
| CII certificates and EOT award | JIPM TPM Excellence Award | |
|---|---|---|
| Run by | CII TPM Club India, Bengaluru | JIPM, Tokyo; assessment outside Japan through associate agencies, which for India is CII |
| Entry point | A ladder from about year 1 | Its own criteria; see JIPM's application outline |
| Documents | CII's assessment outline (published as a PDF) | JIPM's application outline, from JIPM or its associate agency (CII in India) |
| Use | Milestones and recognition during the journey | External recognition of a mature programme |
The CII ladder gives milestones at about one, two and three years; the JIPM award follows a mature programme. MaintWiz holds the same evidence for both. Whichever route you choose, the readiness self-assessment and the award preparation checklist help you collect the evidence.
How should a plant prepare?
- Obtain the outline from CII TPM Club India and copy its criteria into a tracker.
- Check the autonomous maintenance step status of every machine: the eligibility conditions are written in steps and percentages of machines; see the pages on steps 1 and 2, 4 and 5 and 6 and 7.
- Keep the evidence trail: registers, audit sheets, project files, training records and measured results on fixed definitions.
- Set the pillar organisation and the master plan early; the outline's first weighted item is top management and employee involvement in the preparatory steps.
- Use internal audits and a pre-assessment before the first stage.
Build the staged plan in TPM implementation and assign pillar owners with TPM roles and responsibilities. Book a demo to see your machine list with its tags and autonomous maintenance records in MaintWiz.
