TPM Roles and Responsibilities: Steering Committee to Floor Team

Short answer

A TPM programme needs a promotion organisation: a steering committee led by the plant head, a TPM lead, an owner for each pillar, area teams and champions on the floor. Each role has defined duties and a meeting rhythm.

The steering committee sets direction, the TPM lead runs the master plan and each pillar owner answers for one pillar's losses. MaintWiz, an AI CMMS built for TPM, assigns each tag, work order and audit to a named owner, so each role's duties show as records, and the entire TPM rolls out in 6 to 8 weeks: book a demo to see the roles on your own records.

How MaintWiz helps: MaintWiz is an AI CMMS built for TPM: it covers all eight pillars plus 5S, OEE, Kaizen and one point lessons in one system, with mobile capture and clickable dashboards for every pillar. Roles and entitlements are set per customer, so the steering group, pillar owners and operators each see their own views and overdue alerts. See MaintWiz TPM modules · See all five free files

Key takeaways

  • Roles: steering committee, TPM lead or office, pillar owners, area teams, champions, and the sponsor who is the plant head.
  • Small overlapping groups link the levels: a leader at one level is a member of the group at the level above.
  • Define who is responsible, accountable, consulted and informed for each recurring activity, and keep it short.
  • Time is the real test: owners need time in their working week and authority to act, or the roles are titles only.
  • MaintWiz sets roles and entitlements per customer, so each owner sees their own views and overdue alerts, with a named owner on every tag, work order and audit.

Promotion organisation

What is a TPM promotion organisation?

TPM promotion organisation as overlapping small groups: steering committee, promotion office, pillar committees, area circles
Figure 1. A TPM promotion organisation links three levels through overlapping small groups: the plant head's steering committee, eight pillar committees and the area Jishu Hozen circles, with each leader sitting in the group above.

TPM, the method JIPM promotes, is carried by an organisation built for it, usually called the promotion organisation. It sits across the line organisation and gives each pillar a leader, each area a team and each level of management a part in the programme. A common feature is overlapping small group activities: the leader of a group at one level is a member of the group at the level above, so that policy flows down and information flows up through people who attend both. The promotion organisation is the standard TPM structure: a steering committee, a TPM lead, a pillar owner for each pillar and area teams (Figure 1).

Org chart

What does a TPM organisation chart look like?

A TPM organisation chart has three levels joined by overlapping small groups. The plant head chairs the steering committee; the TPM office and one committee per pillar sit in the middle; area Jishu Hozen circles, led by the line leader with a TPM champion, sit on the floor. Each leader is a member of the group one level up.

Roles

What are the roles in a TPM programme?

TPM roles and their duties
RoleDutiesTypical time
Sponsor (plant head)Announces the decision, sets policy and targets, chairs the steering committee, removes obstacles, visits the floorRegular, visible, scheduled
Steering committeeReviews progress, approves the master plan and resources, resolves cross-functional issuesMonthly or quarterly meeting
TPM lead or officeRuns the programme, keeps the master plan, definitions and measures, coordinates pillars, trains and coachesFull or part time, depending on size
Pillar ownerPlans and reports on one pillar, runs its audits and projects, coaches area teamsPart of the working week, protected
Area or line leaderLeads the area team, releases time, owns the area's tags, standards and resultsDaily
TPM championCoaches teams on the floor, keeps routines alive, collects questions and tags, helps the auditsPart of the week
Operators and techniciansRun the routines, raise tags, take part in projects, write one point lessonsIn the shift
Finance partnerAgrees the values used for losses and checks savings on agreed definitionsAs needed
HR and trainingSupports the skills matrix and the training planAs needed

Titles vary: some plants call the TPM lead a TPM head or coordinator, and some give each pillar a pair of owners, one from operations and one from maintenance. What matters is that every pillar and every area has a named person (Figure 3).

RACI table

What does a RACI table for TPM activities look like?

RACI marks who is Responsible (does the work), Accountable (answers for the result, one person per activity), Consulted (gives input before) and Informed (told after). Adapt the RACI to your plant's pillars and areas.

How MaintWiz assigns the roles

MaintWiz, an AI CMMS built for TPM, puts a named owner on every tag, work order and audit, so the RACI above becomes a record. Roles and entitlements are set per customer: the steering group, pillar owners and operators each see their own views and overdue alerts, and every pillar has a clickable dashboard. Tag owners work in abnormality management. Book a demo to see the steering group's view on your own records.

What meeting cadence does TPM need?

Size

How big should the organisation be?

A small plant may have a part-time TPM lead, three or four pillar owners who each take two pillars, and champions in each pilot area. A multi-site business adds a group lead who sets the common definitions and runs cross-plant audits. Avoid adding roles faster than the programme can fill them with people who have time. Start with the pillars that the pilot area needs, such as autonomous maintenance, planned maintenance and focused improvement, and add owners as pillars start.

  • One TPM lead with real authority beats a committee of busy people.
  • Pair an operations owner with a maintenance owner on pillars where the two functions meet.
  • Name a deputy for each role so that holidays do not stop the cadence.
  • Include finance early so that loss values are agreed before they are quoted.

Common failures in TPM organisation

  • Titles without time: owners are given the pillar on top of a full job.
  • A sponsor who announces the programme and then disappears.
  • A TPM office that does the work instead of coaching the line.
  • No link between levels, so decisions do not reach the floor and problems do not reach the committee.
  • Pillar owners all from maintenance, so operations do not own the routines.
  • Too many meetings with the same attendees and no decisions.
  • Measures that are not defined, so the steering committee debates the numbers instead of the actions.

FAQ

Frequently asked questions

What are the roles in a TPM programme?

The main roles are the sponsor (plant head), the steering committee, the TPM lead or office, pillar owners, area or line leaders, TPM champions and the operators and technicians who run the routines. Finance and HR support.

What does a TPM champion do?

A TPM champion coaches teams on the floor, keeps the routines alive, collects questions and tags, helps with audits and links the area to the pillar owners. It is usually a part-time role carried by someone respected in the area.

What does a pillar owner do?

A pillar owner plans and reports on one pillar: sets its activities, runs its audits and projects, coaches area teams and presents status to the steering committee. The owner needs protected time and authority to act.

What is a TPM steering committee?

The steering committee is the leadership group chaired by the plant head. It approves the master plan and resources, reviews results and audits, and resolves cross-functional obstacles, usually meeting monthly or quarterly.

What is a RACI matrix in TPM?

A RACI matrix lists activities and marks who is responsible, accountable, consulted and informed. Only one person is accountable per activity. It prevents gaps and duplication between operations, maintenance and the TPM office.

How many people does a TPM office need?

A one-plant site starting three pillars usually runs a part-time TPM lead, three or four pillar owners who each take two pillars, and a champion in each pilot area. Meetings run daily at the area and weekly by pillar. Add roles only as fast as people with time can fill them.
